Summary, etc Agriculture occupies a dominant place in the economy of the Manipur state and about 52.19% of the workers in Manipur are engaged as cultivators and agricultural labourers. Rice is the major crop cultivated in the state and prior to 1980, there was self-sufficiency in rice production, except under abnormal monsoon conditions but, now there is deficit of 1.5 lakh tones every year as the population has increased by 12.05 per cent during 2001-2011, whereas the area under rice has registered negative annual growth (-0.67%) in Manipur during 2000-01 to 2011-12. Moreover, the yield of rice has annually grown by only 1.36 per cent during the same period. Rice is mainly cultivated in valley area and productivity is stagnant in valley districts. The scope to increase area under rice cultivation is limited in valley. Hence, the present study was conducted to study the trends in rice area, production and yield, to determine the factors affecting the adoption of HYVs/improved varieties of rice and to work out the costs and returns in paddy cultivation. The study was conducted in Senapati district of Manipur. A sample of 60 farmers was randomly drawn from three villages of Kangpokpi block of the selected district. To attain the first objective temporal analysis was applied; probit model was applied to determine the factors affecting adoption of HYVs and the costs and returns per hectare was calculated using various costs and returns concept. The total area, production and yield of rice in Manipur during 2000-01 to 2011-12 have increased by about 5.30 per cent, 23.84 per cent and 17.33 per cent, respectively. The growth rates in area, production and yield of rice in Manipur during 2000-01 to 2011-12 was -0.67 per cent 0.68 per cent and 1.36 per cent per annum, respectively. Experience of farmers in rice cultivation, exposure to mass media and quantum of fertilizer application had significant influence on the decision that a farmer will grow HYVs or local rice. Per hectare cost of cultivation for HYVs (`51260.92/ha) was higher as compared to local paddy (`47093.22/ha). The net returns were negative for both, HYVs of paddy (-`629.09/ha) or local paddy (-`9393.00/ha). Government may take proper initiative to arrest the negative growth rate in area under rice and stabilize the yield to make the state self-sufficient in rice production
