FOCUS was launched by Meghalaya Chief Minister Conrad K. Sangma on 1st September 2021. The Government envisions upscaling farming activities in the state by providing better market access through the scheme. Under the scheme, farmers were grouped into “Producer Groups” (PGs) which consists of 10 or more members. In the system of FOCUS, each farmer (beneficiary) under the Producer Group was provided a financial aid of ₹ 5000 directly into their account which was used as seed money to help them scale up their farming and marketing operations. The fund was provided annually. For this scheme, the government had committed ₹200 crores. Given this context, the current study was aimed to investigate how FOCUS had affected the standard of living of farmers in Meghalaya's Ri-Bhoi district with the following objectives: (1) To study the socio-economic impact of FOCUS on the income and employment of the beneficiaries of Meghalaya. (2) To study the constraints faced by the beneficiaries and nonbeneficiaries of FOCUS in the state. A pre-tested, well-structured interview schedule was used to gather primary data for the study from 180 respondents, which comprised 120 beneficiaries and 60 non-beneficiaries from the Ri-Bhoi district of Meghalaya. Secondary data was gathered from government agencies, annual reports, websites, journals, articles and abstracts. The study employed the Cost concepts, Income concepts and Partial budgeting techniques to understand the income impact; t-Test was done to check whether there was significant difference between the income earned and employment generation level of FOCUS beneficiaries and non-beneficiaries; To comprehend the socio-economic impact of FOCUS, percentage difference was adopted; Frequency and percentage were used as descriptive statistical tools to determine the constraints. The study discovered that the beneficiaries income and employment generation level were positively and significantly impacted. Ginger, banana, pineapple and broom grass were the crops cultivated by the beneficiaries, out of which pineapple yielded the maximum profit. The primary obstacle encountered by beneficiaries was from inconsistent allocation of funding, whereas non-beneficiaries mostly confront issues related to inadequate knowledge of government initiatives.
